The Minister of the Federal Capital Territory (FCT), Nyesom Wike, has levied a ₦5 million fine against several prominent Nigerians and organizations. This penalty is due to their unlawful conversion of residential properties in Abuja for commercial purposes.
Those affected include former APC National Chairman, Abdullahi Ganduje; former Osun State Governor, Olagunsoye Oyinlola; and the family of late General Tunde Idiagbon. Others fined were two former Chief Justices of Nigeria, Atanda Fatai-Williams and Aloma Mariam Mukhtar, Senator Shehu Sani, former FCT Minister Abba Gana, ex-Governors Forum DG Okauru Okauru, retired Lt. Gen. Rufus Kupolati, the Nigerian National Petroleum Company (NNPC), and the Nigeria Police.
The penalty, published in national newspapers, gave all affected individuals and organizations until September 10, 2025, to pay. It followed a review of land use conditions across Maitama, Asokoro, Wuse 2, Garki 1, and Garki 2.
According to the FCT administration, Ganduje had turned a residence in Wuse 2 into a banking hall without proper approval. Idiagbon’s Maitama home was converted into Serendib Hotel and Suites, while Oyinlola changed land at Yakubu Gowon Crescent, Asokoro, into Zhouyi Hotel.

Other cases included residences converted into showrooms, gyms, and commercial spaces.
Wike further directed that fresh title documents be issued to the sanctioned property owners once they meet all conditions, with the revised land use valid for 99 years.
